Why doesnt my car start?

I have a 2002 Mitsubishi eclipse
and its not starting i checked the
fuses and the battery is brand
new, the car turns on but i doesnt
start?

Maybe starter? My eclipse is doing same thing brand new starter checked battery terminal s etc I was told it was my engine was seized by some dumb mechanic who said your crank turned its seized.
