2001 Eclipse GT 3.0 Distributer cap, should it be sealed?

I have an Eclipse GT 2001, Was replacing cap and rotor, noticed lots of corrosion. when I put the cap back on i noticed that i can put my finger in the cap from the back side. Shouldn't it be sealed?

yes it's mounted correctly. with it open like that any and all moisture or containminates can enter. most caps are sealed to prevent moisture from corroding.
