Does the car have ABS or no?
It might be a bad speed sensor.
If everything else checked out I would say ABS system. Heres a link to the speed sensor: http://www.partsgeek.com/catalog/1997/ford/escort/brake/abs_speed_sensor.html

if you've had service with the ABS, you will have to pump the pedal a dozen times or so to get enough pressure in the pressure accumulator~ perhaps the system will behave normally once the accumulator is up to pressure~...just a thought~
I agree with tennisshoes. It sounds more like a seized hub bearing.
I have a 2002 Volkswagen passata we've changed calipers rotors pressure hose everything and the bright still are locking up scrubbing wearing out brake pads but every 3 days wondering if anybody had any advice on this problem thank you
