AC fan issues Honda HRV EX 2019

My AC fan blows fast then slow repeatedly
on my Honda HRV LX even though not in
ECO mode. There is no temperature setting,
just the hot and cold dial. The dealership
cannot tell me if this is normal.

I am not sure if you have automatic temperature setting but if you do this is how automatic works the fan blows hard to reach the temp. you want then blows slower to maintain it.
