New information concerning 97 Explorer with whining fuel pump. Regulator or Pump?

New information concerning 97 Explorer with whining fuel pump. After finally getting $100 for a diagnostic this is what I got:"Ran diagnostics. Fuel pump specs KOEO = 30-45 PSI,Was reading 38 PSI with engine running, with higher RPM pressure went as low as 10 PSI. Fuel pump power and ground checked good."I'm thinking fuel pressure regulator, but I have also been told fuel pump.The pump is $200, the regulator is $108 I have to hit the correct one the first time there is no chance I can financially do both.

So the question is regulator or pump?

I am also thinking regulator, but it could still be the pump. I am not going to pick one cause it will certainly be the wrong choice. Good luck with it.

I do not have the specs in front me but it sounds like the pump is within specs for KOEO and at idle.

Have you installed a new fuel filter? Should have done that first thing.

Bob makes an excellent point. We are an explorer family and of course dad is responsible for all the maintenance. Our explorers range from 96 to 2007. (four in total) Every time one of the adult kids have a problem I always ask; have you changed the fuel filter recently? The answer is always the same, is that something that has to be changed? So I decided to change them all one weekend. On each and every one when I got the old filter out, the gas that leaked out was black, not a little black, but BLACK. Therefore, when you correct the current problem change the filter. It will probably be the first time in 15 years.

The fuel filter was changed with the pump 6 months ago. I swore then, I was going to find a way to replace the ducks bill conncetors with A&N fittings, yes I have the tool for the ducks bill, that was a total waist. I'm actualy leaning toward the pump, I've been told if it was the regulator the pressure would most likely go up and not down in higher rpm's, I get no black smoke on startup, still not sure though.
