Why does the 2020 Impala MPG say 17 combined?

The MPG is wrong on all of the 2019-2020 impalas.
It says 14c/20h 17 combines. It should be 19c/28h
25 combined.

Seems to be the difference between using E85 fuel and regular gasoline. E85 is less energy-dense, so results in lower mpg. However, it's cheaper than regular gas and better for the environment.
