'97 Ford Thunderbird, which not sure what has happened but even without key in the
ignition the heads stay on and it has drained the battery so bad, I've had to replace it.
Any idea on what would cause this?

Could be the Headlight Relay may have contacts fused ... it happens from years of current finally welding the contacts together ... Pull the relay out .. then go from there
I agree with Tom, relay or faulty switch. When the lights stay on are they on high beam? If so could also be the multi-function switch (turn signal, high beam).

Ended up finding it was the light switch control panel was malfunctioning. When I disabled the auto lamp function, fixed it until I can replace it.
Why don’t my headlights work on my 64 Thunderbird brake lights work signal lights work at lights don’t
