Whats wrong with my wheel system?

Its hard to explain but basically my front passenger wheel
has a slightly wobbles or shakes and it feels like it shifts
when I hit bumps, it also makes a slight clicking or
popping (not loud like a cv joint pop) that is hard to hear
but while driving beside a wall you can hear it clearer. And
there is some friction there that makes it feel like the
wheel doesn't want to go while the others do. I just had my
rear passenger wheel replaced, rim and tire, along with a
four wheel alignment just two day ago at my dealership.
Do you guys know what might be wrong? And can I still
drive safely?

Take it back to the dealer that gave the car back to you in that condition. The work sounds like it may be needed but don't expect that it will be free. Ask for a written estimate before any work is done.
