1990 nissan sentra wont start

!990 Nissan sentra-If I leave it for a day or so it won't start-New battery,plugs,tune up and Carb. I notice the fuel filter is almost completely drained save for a bit in the bottom. I put a check valve thinking  it would solve the problem but it did not.  If I put a rag over the carb and start it will and then the filter fills up.

Whenever I get on these sites and ask a question I either get a million guesses (no pro answers) or no answer at all until I figure it out myself. For anyone else with a classic car with this problem. The Carb had a clean out oles which was plugged badly. When I would let the car rest for a while it would drip gas out so slightly that it would evaporate before it was notices. So the Carb did not have enough gas in the carb to start. Plugged the hole, case closed.
