Try taking a broom stick and put it on the starter, then smack the broomstick with a hammer while someone else tries to start the van. Sometimes this will dislodge the starter. If it does, your starter is on borrowed time. You might also check your "new" battery with a voltmeter to see if possibly it got drained by sitting, or trying to start it too many times. The battery should read at least 12.5V if it's new.
