1999 E250 econoline 4.2

cranks / no start. Older neighbor has let it sit due to no start. Replaced battery
for him, no scan tool communication, checked and replaced a couple of fuses
and removed aftermarket alarm , repaired wires at ign. switch, Now it
communicates with no codes due to extended battery issue. Have spark, fuel,
injector pulse. KOEO test revealed a fail with intake plenum actuator. repaired
linkage rods and code for that has been corrected. Still no start. Should fueel
pressure drop quickly from @ 40 psi.Perhaps bad fuel? Trying to help the ole
man out as he is on a fixed income.

Info says, fuel pressure should be within 5 psi of actual value, 1 minute after key off. The 40 psi sounds good. If pressure drops like a rock, you have a pressure leak. Can you check if system rich or lean?
