if you have recently had starter replaced on it, i had a car i replaced the starter in and i the starter kept binding and wouldt let the car shut off. i had to unhook the battery to get it to shut off, replaced the starter and there was no more issues. but not sayin you should go buy a new starter

Don't know why "rev-ing" the would do anything to stall the engine. Be careful because over rev-ing can do some serious damage. If it won't shut off, easiest way to kill it is to pull of the primary coil lead. No spark, no run! That does not fix the problem but at least you can get the car shut down in a way that won't damage anything. Daniel has the right idea - first make sure your ignition switch is funstioning properly. If it always starts but sometimes won't shut off, I doubt if it is the key switch. If you are having problems both starting (CRANKING) and shut down, the switch is a good possibility but hard to diagnose without having it replaced. Have you had any other work done on the car lately? If so, I would look to that as a good starting place. Otherwise, get some wiring diagrams, a good volt-ohm meter and start tracing the wiring as it leaves the steering column (or take it to a reputable shop if you don't feel comfortable with circuit tracing and swittches). Good luck.
