Where is the location for the ecm/pcm relay in a pontiac solstice 06

P0690 Engine Controls Ignition Relay Feedback Circuit High Voltage, The ECM detects more than 16 volts on the ignition 1 voltage circuit to the ECM when the relay is commanded ON. he ECM detects more than 2 volts on the ignition 1 voltage circuit to the ECM when the relay is commanded OFF. The condition is present for more than 2 seconds.... THIS CODE DOES NOT MEAN YOUR RELAY IS BAD The relays in a power distribution box under the hood
I am somewhat frustrated because the car wonto even crank or turn. Everything else seems working fine. Does this code will impede the car to turn or crank?

No the code doesn't prevent the engine from cranking, its telling there is a problem in a circuit, which needs to be checked, I can't view you car, I suggest you inspect all ground cables, and check for corrosion after 10 years terminals turn green corrode (get fuzzy) break loose etc.But a short is likely without a digital volt ohm meter for testing this is difficult to diagnose online. The car has 68000 miles. I will check all ground cables and make sure there are in good shape also.

Please let me know if it's the ground on the front of engine. I have serviced so many with ground issues.
Installed performance chip 2007 solstice and car rank great till put chip in then tried to start car and all ignition lights work but won't crank now, even taking chip out. Now car won't crank. Stumped.
