when I start my car and shift into drive it will not move until I press the gas pedal. sae thing happens when I shift into reverse.

That is normal. At idle speed there should be enough forward (or reverse) pressure to keep the car from rolling back without using the gas pedal. The idle speed directly affects this. The higher the engine RPMs the more the car will creep when put in gear. Most cars do have some creep but it should be slight and not making 0you0 hold the car back with more than very light brake pressure.
