I have a 96 Taurus the blower motor blows but the air flow is very low. Any suggestions as to why? Already checked cabin air filter

The blend door in the heater box may be not working properly most of the time the cable that works the door has come off. All cars are different but you may be able to get to the cable looking under and near glove compartment or you may have to remove glove compartment.
