2000 Pontiac Bonneville no crank no start.

So I pulled and tested the starter, that's good, the
dash lights up, radio and headlights work, when I
turn the key the dash lights turn off, obviously a
drain, the battery meter in dash says around 14. so
I'm at a loss, I don't believe it's the pass anti theft
but idk

also checked all of the ignition and starter fuses/relays and swapped out the maxi breaker for starter

Some cars it normal for the cluster to go out during cranking
moving the shifter doesn't help, nor in neutral. tryed the relearn trick, checked battery cables, checked starter wires, replaced security ring, and ignition switch, checked the battery itself and the starter itself and went through both fuse boxes. I feel like I'm beating my head on a wall with this car
