The person says that the headlights work, just a motor problem with getting them to go up and down. How could I fix this? And how much would the price and difficulty be?

You can either pop them open and replace the gears w/ a $5 brass gear set, or go buy new headlight motors w/ lifetime warranties and replace the old motors.
