LEDs alternate between 4th gear and Park light, and almost all lights are flashing on the dash...

Pretty much every light is going on and off and dimming. Acting like an electrical short.  Engine is nearly stalling and having problems engaging into Drive.  Just started all of a sudden.

Your ECU is bad. That is an expensive problem, good luck.
