Could be jammed. Try rocking truck back and forth from drive to neutral to reverse while attempting to switch to 2 wheel. Next check fuses for the four- wheel. Possibilities after that would be connection to selector motor on transfer case, the motor itself or just that it is jammed. With the key in run position and the engine not running try to shift between 4- 2 wheel you should hear the selector motor trying to change position.

Okay so it was parked on a steep hill with it locked in 4 wheel drive for a few years and the fluid is kinda thick and it is black and smells funky
