Fuse sparks then blows when replacing

The engine cooling fan on my car stopped working
so I checked the fuse and it was blown. I replaced
the fuse and the fan worked again. I drove to work
the next day (about 2 miles) and it was fine but on
my way home my car got so hot it was almost in
the red. I checked the fuse again and it was blown.
So I bought a new relay and a new fuse. I replaced
the relay first and when I went to replace the fuse it
sparked then blew. I tried another fuse and it did
the same. Why would this be happening?

I think the fan motor is drawing too much power. Time for a replacement.
Not that hard. You may have to remove the radiator but I cannot say without looking at it.
Cool hi 40A. Should I change the lo also?
Ok I will try that. Thank you for your help! I'm trying to do all this myself so I will probably have more questions!
Sounds like I should take it to a mechanic then. I don't know how to find a short.. Thank you again for your help.
