Should I Buy The Car With Lower Millage Or Lower Price?

I'm going to buy a CPO Cadillac ELR 2014. I've checked two cars, one of them has 42k miles on it and priced at 28k, the other one has 20k miles and priced at 31k. Which one do you think is a better ...

How Do They Determine The Best/worst Deals?

It doesn't seem to make sense to me why they would say a car with higher miles and a higer price is a better deal than the exact same yr/make/model with a lower price and lower miles. I don't get it.
