What Is Fuel Pressure For Car?

My 1990 Cadillac Eldorado tests at 35 PSI Fuel Pressure. The Pressure drops 3 pounds when RPM's go up. What is proper fuel pressure. Some GM service Techs say 30 to 40 PSI some say 44 to 52. Is 35 too...
