My car won't start and I have a new battery...I've been told that it isn't the starter or alternator.....it was doing this for a while and a battery charger or jumping the car after several attempt...

Accessory

shift into park, shut off car and accessory stays on. Only solution is to restart, shift out of park and then back into park and turn car off and hope accessory goes off. What is the problem?
