The fan blows on high all the time? Replace the fan speed control resistor.

Blend door if it's climate control. Seems to be a regular problem with Fords with climate control, I've had two do the same thing. It's also hard to get to behind the radio.

Does the heat/ac work better when it's hot outside, summer?? Both mine (1999 and 2006) seemed to not act up in summer months, but stuck a lot in the winter.
