can you test fuel pump v/s filter by removing filter an trying to start 1987 truck (looking for fuel to pump out of the line, while filter is off)?

just change the filter !!!!!! if that does not help..then check pump pressure..if its working....ok

that did not answer my question!!!!! I want to know if a person can test the pump by unhooking the filter and turning the switch on to observe fuel pumping out.
