A lot of times, the outer tie rods are frozen with rust to the inner tie rods. You can try a high-quality penetrating spray like PB Blaster or heating the nut with a torch, but you may end up having to replace both outer and inner tie rods if you can't separate them. I have done this before in cases of extreme rust-seized parts.
