Sounds like Your electric fan doesn't work for some reason or thermostat stuck closed.

Is your check engine light on, if it is get it check at s local parts store they can check it for free. couple different reasons why you could over heat while sitting still. the cooling fans are inoperable, the thermostat is stuck closed or the coolant temp sensor is bad. The main coolant temp sensor is what tells the pcm when to turn the fans on and off.
