1998 will not start ; I could drive it ten miles and turn off and would not restart .Could it be fuel pump relay ?

It could certainly be the fuel pump relay, or fuel pump itself. Or any number of other issues. Have someone listen while you try turning the key to the "on" (not start) position, and see if the relay or fuel pump makes noise. If not, try the relay first. A fuel cutoff switch could also be acting up.
