I had the same problem on my 2005 Accent. What I found was that it was the headlight relay which is up under the dash. I had the same problem and it turned out to be the headlight relay which is up under the driver-side dash. I couldn't find it in the Chilton manual but this article will show you how to locate it and replace it: http://www.shareyourrepair.com/2016/03/hyundai-accent-headlights- will-not-come-on.html
Note the wiring, In the diagram, the top wire going to headlamps is voltage. The two bottom wires from headlamps, in diagram are grounds. It appears one ground for hi beam and another for low beam. The headlamp switch-- dimmer switch all on the ground circuit. For testing, you could run a jumper wire from lo beam ground on one side to the lo beam ground on the other side, see if both lo beams work and are bright enough to see the road. If it works, you could make the jumper permanent or track the ground wire on the side that doesn't work. At the head lamp wiring connector, it appears the terminals are 1 2 3. #1 on both sides should for lo beam. Again note the diagram. I hate to tell you to replace something and it not fix it. I always try every test I can before replacing anything. good luck
