2011 Ford Explorer

I have a 2011 Ford Explorer, when the RPM is between 2 and 3 it hesitates.  
This just started when I filled up yesterday could it be water in the gas?

Could be. Wouldn't be the first time. Do you use this station on a regular basis? Is it by an interstate interchange? Could also be other issues like a choked fuel filter or sensor issue. Are you getting a check engine light?
