Why does it take so long for my 2011 Volkswagen CC to heat up?

Why does it take so long for my 2011
Volkswagen CC to heat up? If it's below 20
outside I can start my car let it idle in my
driveway for 20 minutes the heat gauge
doesn't move and the heater doesn't blow
hot air,  just tempered air until I drive 10
minutes up the road.
