Does the 2011 Kia Optima have a chip in the key

smart key (push button) does. laser cut key, I don't think so, but I'm not 100% sure

It does. The remote transmitter and transponder chip are not the same. Every remote will have a transponder as Christopher said such as the smart key or proximity keys. But the regular key with no remote head will also have a transponder inside the plastic. The cars ecu must recognize the key through rf, or radio frequency code, or else it will crank but not start.
