why does the car not start when the battery is turning over?

trying to start the car, the battery will turn over like it is going to start, but doesn't

It might need to be charged for a while, it happened to me a while ago i had a battery connected and tried to start and it would do the same as what happened with you (this is even when having the battery charger connected) I eventually got another battery charger and it started up right away. Or it could be the fuel pump. out of my experience that is the best I could tell you.
Read the other questions regarding starting problems. It is the remote keyless entry system that causes them not to start as the vehicle thinks it is getting stolen. Opt out of keyless entry and put in a bypass this eliminates the starting problems also a dealership or locksmith will fix this correctly for a fee from $100-$300. The computer has to be reprogrammed when doing this ie: on board diagnostics required. Check you tube online for year, make/model and watch instructions.
