Noise of Tire

I bought Hyundai Elantra about 2 mounts ago. I have some problem with the noise of the tires. I feel the noise of tire clearly. I changed my ring and tire. the size of my old ring was 17 and the tire was 215/45/17 Hankook and my new tire is 16 and the size of the tire is 205/55/16 Komho (solus). Although at present the noise is decreased, there is a little so far. How can I do to destroy the noise?

is the tire pressure up to par and r they balanced right

My tire pressure is near 40psi for a 39mpg overall average. The tires are fairly noisy, as are many small car tire noises. However, encountering the increasing "newer quiet pavements", Elantra is very quiet.
