I've got a 95 ford windstar that won't go over 25
until the engine warms up. After it does, it'll rev and
hesitate a few times before accelerating from a
stop as well as rough idling that will either get
close to or will kill it. It's throwing an EGR code, but
i changed the valve and it's still acting up. I'm not
sure what to do next.

the code tells where the problem is not what to replace , you still have to figure it out , the EGR gets a signal from a sensor or the ECM does , there's a chain of command if you know what I mean , that cars pretty old you may want to think about how much you want to sink into it , your experience may differ
