2000 lincolc town car blows hot air all the time on the floor even though the heater is off

the car seems to blow hot air out the floor vents all the time even though the heaters off and the windows fog up when it rains and the fan doesn't seem to have any speed change its ether on hi or off

There is a vacuum manifold that controls the air/defroster functions and it sounds like your is bad, which was the same thing that happened to my Ford Ranger.
