Is there a way to know if it is bad? I replaced my multi-v belt and it keeps on slipping off. I notice that the fan pully (harmonic balancer) is lose. Is there a way to tighten it?

The harmonic balancer is made up of steel and rubber (dampening material). In time the rubber part wears out causing the pulley to slip off the end of the balancer. Make sure all of your pulleys are in perfect alignment. If the balancer is loose it should be replaced - it cannot be tightened.
Dvi beg to differ Sir the serpentine belt recieves it orders from the crankshaft the Balancer attaches to said crankshaft with a single 15/16 bolt and washer that clamping it to the crankshaft the pulley attaches to the Balancer using # 8 bolts and washers there's 4 of those don't forget the lock tite red or blue high heat. My issue is how to tighten that Balancer bolt without the motor turning my son and i fixed a timing house coolant leak changed out timing house gaskets finished it up new water pump all together forgot to torque the Balancer bolt any ideas .
