do they make a aluminum or steel upper header pannel for 03 grand am?

Not that I know of. I just replaced my headlight header panel and used a $40 unit from ebay. The local junkyard wanted over $100 for a used OEM panel. Check out the Grand Am Owners Club - lots of good info.
