Brake lights on tailgate not working

Brake lights on tailgate not working when u first push they
will flicker then nothing i thought it was brake light switch
on pedal already replaced didnt help but i notice when u
push brake pedal i hear a clicking sound like a relay is hung
or something.

there say be a relay , you need a multi meter to see what has power/ground and what don't
