2002 rav4 will only hold 7 gallons of gas

My car had to have the strap replaced that holds the gas tank in place. Fix
was done, gas tank was topped off. I drove 200+ miles and filled again. Ever
since that, the tank will only 6.5 gallons before the pump shuts off. I can eek in
another gallon or so, and then I see the gas ... so as fully as I can get without
spilling.

Most likely the EVAP system is not working, preventing you from filling the tank. http://www.aa1car.com/library/evap_system.htm

2014 RAV4 only 28K miles stalled. No problems until now. I was driving slowly thru a parking lot and it just died. On the way home it shuddered a few times. This was when I was just coasting, not giving it gas. I took it to the dealership and after checking it out, including a test drive, hooking up to computer, etc, they could not find anything wrong. Nothing showed up on the computer at all. Now I am scared to death to drive it! I've used the same gas, it was almost a full tank.
