Are you Sure your gas gauge is working? Looked underneath for leaks? The top or sides of the tank could have holes (rust) with gas evaporating?
First have you checked the gas cap? is it on correctly ( 2 clicks at tight) is it a recent replacement? could be incorrect for your Rav. Second: Could some body be stealing the gas just to drive her nuts- thinking it was funny to see her struggle to get her mileage under control If all else (including docjkg's advice above); I would try an authorized Toyota mechanic, more costly perhaps, but they should know how to find and fix the problem which would be more economical in the end .
Hi did you ever fix your problem? My daughter has a 2004 Toyota Rav 4, and it is doing the same thing.
