My 1999 Camry is running but when I park, the engine is revving by itself? Why?

While I am parked, I can hear and SEE the engine revving up..and see the dial on the
RPM go up and down. Why??

Connection trouble ? idle control valve plugging up ? Disconnect battery and remove idle valve inspect and clean throttle body and idle control parts as you see fit to return the car to its normal condition. when ready to start, clean and wire brush, attach battery cables well and tight. restart and let it relearn, operate all functions. road test. reevaluate condition.

Ok before I got to check for these items, I was about to park when I noticed I was trying to shift but the gears were not responding. I am parked and not moving until someone tells me it is OK to go? or have it towed?
