Toyota does not supply an inertia fuel shut off switch on their vehicles. Running of fuel till the engine quits can mean one of many things. Your friend could have burned out the fuel pump as it needs fuel around it to keep it cool and from not overheating, The fuel pump is basically a small motor that generates heat. If there was dirt on the bottom of the fuel tank, that can get pulled into the fuel filter and fuel lines and injectors clogging them. A full inspection of the fuel system needs to be done. Check for fuel pressure with a gauge, and change the fuel filter at a minimum.
