2007 Camry Hybrid "Check VSC System"

All summer my car ran fine, but last winter in about 40degF, I started to get
my red brake light then soon after all of my control lights (ABS, etc) along
with a "Check VSC System" and my brakes go soft like the power brakes fail.  
It goes away after 10-15 minutes but now it is happening at 50degF or even
warmer.  To me, because it is temperature dependant, I think it is something
with the electronics or computer.  I have an OBD2 tool, and when I plug it in
during this I get no code.  I also took to dealership last year and they got no
code and stated it is normal and charged me $70 (half the full fee because
they "fealt bad").  Can anyone help?   I am an engineer and can't find any
details on the design, and with no code, I am shooting in the dark.

have you tried disconnecting from the battery for 10 min and connect again and see what happens..
