Tried to start the truck yesterday and all it does is make this noise and won't turn over. I don't know much about cars/trucks, just enough to get by. Someone said it could be the starter??

Do you hear a click click when you try to start? How old is battery? Do the ends of the cable look clean on battery? yes, could be starter, but we need to address those first
Can you better describe the noise. Does it sound like the engine turns over (spins) just once then stops? How old is the battery? If three years or older it could be shot. Can you jump start the vehicle with cables and another vehicle? If yes, suspect the battery.
I'm not sure how old the battery is, its my cousin's truck, but cables look clean, no erosion. The dash lights up when I turn the key.
Find someone in the neighborhood with jumper cables and ask if they can jump start the car for you. If they can replace the battery.
