1997 ford f150 stuck in 4lo. how do i get it out??

Try this: turn key to the on position, have someone put the mode into the 2WD position while you try tapping on the transfer cases shift motor, if it cycles into 2WD then you need a shift motor assembly, if that doesn’t work then you need to see if the GEM is sending and receiving the correct information.
