Have to ask,is battery good? And are cable,s tite,at battery and the starter?
Ditto to what T_S_T said plus make sure the wires in and out of the solenoid are tight.
A clicking noise indicates there is a bad solenoid. Since you changed it I suspect it is good. There is a bad connection somewhere. Check the ground on the frame of the vehicle if all other connections are good and clean.
Thanks for the advise. I have tried all the connections and checked voltage from battery to solenoid, and solenoid to starter. All has same voltage. Any other ideas, Thanks.
Yes,take that new starter and have it tested,if it is good, then make sure it doe,s not need shim,s,,some aftermarket starters, do not line up,with fly wheel, and will hang ,giving you a click,or clunk sound.
Jump the solenoid with a screwdriver, but only for a second to see if the starter engages. If it does there is a problem at that location.
