Short under colum?

I have a 2004 dodge 1500 base model my heater blower
works when it gets power the problem is when i tilt the
steering wheel the heater shuts off. When i tilt the steering
wheel all the way down and back up it turns on for roughly
10 seconds then shuts off. From what im told its a shorted
out wire under the colum, any suggestions on where and
what wires?
