4x4 wont lock in

When I engage my 4x4 I can hear a click like
it locks in and the light on the dash is on, I
check the front axles and they are locked in,
i put it back in 2wd and the axles free spin
by hand, but when i put it In 4hi it's like it not
turning the front tires only the rear tires
spin, even when u lock the hubs in and use
4low, light on the the dash is on and I got
under the front to make sure the axle locked
but im not getting enough power to the
front axles ,  can it be a bad hub or not
enough vacuum to make the front tires turn
over ?, I have had the front end off the
ground and I can spin one tire by hand and
the other turns the opposite way like its
supposed to but when I put it on the ground
only the back tires spin

Hmmm.. IIRC those hubs integrate the vac lock portion right into the hub itself. They are known to fail, in fact one of the most common upgrades is to go to manually locking hubs when the factory set dies. Is the transfer case still working correctly?
