1999 f-250 DIESEL 7.3 WILL NOT TURN OVER

All lights come on but the engine will not turn over until I disconnect both batteries and
wait 5 minuets and reconnect them.

PROBLEM SOLVED. STARTER SOLENOID WAS DEFECTIVE. OVER HEATING AND NOT PASSING VOLTAGE TO THE STARTER UNTIL IT COOLED DOWN. SO ONCE WE REPLACED IT THE ISSUE SEEMS TO HAVE GOTTEN BETTER.
